Heart Of The Oak or HOTO for short is arguably the best-in-slot caster weapon. It is mostly used in flails for low stats requirement but some Sorceress builds might utilize a Staff better. The rune word is semi-hard to make, having Vex high rune as requirement. Main users are Hammerdins. It is good to note that the rune word does not work for Hammers (the mace subclass). Another great property of HOTO is that it provides Max Mana and All Resistances. It's an all-round perfect caster weapon but limited to only options for bases.
